Great article ! It challenged me to pause, halfway before seeing your conclusion, get out the Vines expository dictionary and my Bible, and try to look for the authors originally intended meaning. I was brought to the same conclusion. This is an already, not yet promise. The ones who will believe by faith will also grow in meekness. Its part of our fruit as we spiritually mature. Therefore He refers to the believers inheritance. We see that we are heirs in Romans 8 as well.
